While members must have completed 20 years of continuous service, or 30 years in the case of the First Bar, or 40 years for the Second Bar, before being nominated for the PESM, the award is not for long service. As the name implies, the medal is awarded for “exemplary service”. The Police Exemplary Service Medal Regulations state: “The Police Exemplary Service Medal, created on August 12, 1983, recognizes police officers who have served in an exemplary manner, characterized by good conduct, industry and efficiency” 40 Year Exemplary Service - 2nd Bar A/Inspector Joseph J.
