Sexual violence has no place in our communities. While the conversation around consent can be challenging, it is also essential. Addressing difficult topics that have deep personal realities, and effecting change in our communities is a true team effort. It is only through strong partnerships between law enforcement, community organizations, educators, and the public that we can create an environment where survivors feel supported and where consent is clearly communicated, understood and respected. This guide will be another important tool in our collective effort to prevent harm and support survivors. The Province of Prince Edward Island is also committed to a coordinated approach to addressing sexual violence guided by the actions and investments in Creating a Culture of Care: A Strategy for Preventing and Responding to Adult Sexual Violence in Prince Edward Island. The strategy, launched in 2023, is deeply rooted in collaboration and will add to the complement of resources aimed to support Islanders. PEI Crime Stoppers has continued our very successful Anti-Bullying Program in Island Elementary Schools with our partner, the Charlottetown Islanders Hockey Club. Our Board of Directors and the educational community support this Anti-Bullying Program which reaches hundreds of Island Children every year. Annually, PEI Crime Stoppers presents the Police/RCMP/Peace Officer of the Year Award recognizing individual Officers for their dedication and hard work. This award recognizes the important role they play in keeping our community safe and protecting our natural resources. The success of PEI Crime Stoppers is driven by a dedicated Board of Directors, Police Advisors and our coordinator, Ron Dowling. I am very grateful for their support and the many volunteer hours they commit to keeping our communities safe. Our coordinator not only manages the tips program and social media sites, he continues to deliver presentations to various members within our community on a variety of topic such as telephone and internet scams. Criminals have been targeting our community members with numerous scams and PEI Crime Stoppers will continue to educate Islanders on how to protect themselves. In 2025 / 2026 PEI Crime Stoppers plan to expand our educational programs to include crimes that impact our youth and our economy. Through partnerships with the private sector we hope to educate Islanders on criminal activity and the impact to families and communities. Provincial Coordinator/Program Manager Message Crime affects us all and PEI Crime Stoppers is a program that empowers regular people to fight back against crime. Anyone can submit an anonymous tip by using our tips line, website or mobile app. We don't need your name – just your information. We don't ask for names or numbers and we guarantee it is completely anonymous. Crime Stoppers is a worldwide program, which operates in 32 countries around the world. The program started in 1976 and is the number one community based crime solving organization in the world. PEI Crime Stoppers has been assisting in stopping, solving and preventing crime in the Prince Edward Island since 1989. Crime Stoppers is made up of three partners; the community, law enforcement and the media. We owe our success to all three. Our volunteer board of Directors are the backbone of our operation, providing guidance to the program manager/coordinator, helping with projects, working on and attending special events and attending meetings. Our police advisors provide us with their professional expertise throughout the year as non-voting members of the board. We would not exist without our board of directors. In November 2021 PEI Crime Stoppers was awarded the International Specialized Training and Program Award for Youth Engagement in recognition of the provincial anti bullying campaign which is presented annually in PEI schools in partnership with the Charlottetown Islanders Hockey Club. These presentations continue to be very successful and well received by the children and teachers alike. The number of requests continue to increase significantly year-to-year and we thank the Islanders Hockey Club for their continued commitment to this program. We live in a wonderful province where we enjoy a very safe place to live, work and play and by working together, we can ensure it remains that way. Together we are making a difference! Ron Dowling Provincial Coordinator/Program Manager PEI Crime Stoppers The success of the Crime Stoppers program is a direct result of the partnership between the community, law enforcement and media. Crime Stoppers works to educate the public and create awareness of illegal activities in an effort to help promote the Canadian values of safety, empowerment and inclusion. Creating awareness and mobilizing Canadians in reporting suspicious or criminal activity anonymously requires a network of partners working together for a common end and to that end, there are currently 87 Crime Stoppers chapters operating throughout Canada, with 1,700 chapters operating globally. As is the case elsewhere, PEI Crime Stoppers relies on members of the community to submit tips in relation to crimes that have occurred. Tips received are forwarded to the appropriate law enforcement agency for their review and investigation. While not all tips result in an arrest or charge laid, for those that do, the tipster is entitled to a cash reward of up to $2,000. It is interesting to note that less than ten percent of tipsters indicate that they are seeking a reward, which tells us that the majority of people utilizing the tip line are motivated by a desire to help make their community safer and to see justice served. As we continue to focus on our objective of a safer community, PEI Crime Stoppers is also engaged in various community activities such as the anti-bullying school campaign in partnership with the Charlottetown Islanders (QMJHL) Hockey Club, participation in Island parades, provision of anti-fraud and general safety talks to seniors and community groups, and production of an annual awareness guide highlighting issues affecting Island youth.

Report anonymously via our Mobile App, see peicrimestoppers.com for free download Anti-Bullying School Presentations During each school year, PEI Crime Stoppers partners with the Charlottetown Islanders QMJHL Hockey Club to deliver antibullying presentations to Island elementary and junior high students throughout the Island. The Islanders team provides two players, whom along with their Community Engagement Coordinator, Anna Friedrich, deliver an anti-bullying message to students followed by a question and answer session. They cover various types of bullying such as Physical Bullying, Verbal Bullying Emotional Bullying and Cyber Bullying, providing in-depth descriptions of each. During the 2024-2025 school year we were able to deliver nine anti-bullying message sessions to the following schools: Englewood, Souris Regional, West Kent, Mount Stewart, Montague Consolidated, Belfast Consolidated, and Morell Consolidated. We look forward to continuing with this important message delivery during the 2025-2026 school year. The accounting firm MRSB provides a detailed financial report of the PEI Crime Stoppers finances over the previous year, then the floor is opened for questions from the public. The event usually hosts a guest speaker in relation to various topics of interest pertaining to the safety and security of Island communities/residents. Additionally, retiring board members are honoured at this event for their dedicated service to their fellow Islanders through their participation as board directors. There are three components to the award: Royal Canadian Mounted Police officer of the year, Municipal Police officer of the year and Peace Officer of the year. The awards are presented annually to law enforcement officers in each category that have demonstrated a high degree commitment and professional excellence in the performance of their respective duties, in their interactions with the public, as well as community involvement outside of their assigned duties. This year’s recipients are Constable Jamie Parsons of the RCMP, who has worked diligently to remove impaired drivers from Island roads and to reduce speeds on our roadways in efforts to reduce accidents and when called upon, acts as a resource for other officers in their impaired driving related files; Constable Mallory Metallic of Summerside Police Services, a tri-lingual indigenous officer noted for her involvement in events aimed at raising morale among her coworkers and for her efforts to encourage other young Mi’Kmaq people to consider a career in policing; and Chief Sheriff George Doyle for his efforts in the restructuring of Sheriff Services Province-wide, as well as enhancing operational capabilities through additional personnel and upgraded equipment and educational sessions aimed at helping others understand the role of a Sheriff. If you are unsure, stop and ask: "Is this okay?" This page provides information about the age of consenting to sexual activity in Canada. Applies to Prince Edward Island Reviewed for Legal Accuracy May 2024 The basics of consent Consent is a voluntary, informed, and continuous agreement to participate in any sexual act. • Voluntary means you decide. If you do not want to do it, you are not consenting. • Informed means you understand what you're agreeing to, its consequences, and risks. It is illegal for someone to lie to you to get your consent. • Continuous means you do not change your mind at any time. If you do not want to continue the sexual activity, you are no longer consenting. Consent may be withdrawn at any time. In Canadian law, there is no implied consent. Consent must be verbal, expressive, and clear. Consent is needed for legal in-person and virtual sexual activity. In-person or virtual sexual activity without consent is a crime. Consenting to one sexual act does not mean that you consent to another. Consenting to a sexual act now does not mean you consent to the same sexual act again later. What is sexual activity? Sexual activity can be virtual or in-person. Virtual sexual activity can include sexting, video chatting, and other online sexual activity. In-person sexual activity can be anything from touching for a sexual purpose to sexual intercourse. What does the age of consent mean? The age of consent is the age when someone can legally agree to sexual activity. This applies to all forms of sexual activity. What is the age of consent in Canada? In Canada, a person must be 16 years old to legally consent to sexual activity. There are some exceptions. What are the exceptions? • A 12-year-old can consent to sexual activity with someone who is less than two years older. They can consent to sexual activity with someone who is 12 or 13. • A 13-year-old can consent to sexual activity with someone who is less than two years older. They can consent to sexual activity with someone who is 12, 13, or 14. • A 14-year-old can consent to sexual activity with someone who is less than five years older. They can consent to sexual activity with someone who is 13, 14, 15, 16, 17, or 18. • A 15-year-old can consent to sexual activity with someone who is less than five years older. They can consent to sexual activity with someone who is 14, 15, 16, 17, 18, or 19. • If someone is 16 or older, they can consent to sexual activity with someone of any age, unless that person is in a position of trust, power, or authority over them. • It is illegal for anyone to engage in sexual activity with someone 18 or under if they are in a position of trust, power, or authority over that person. For example, a teacher, coach, doctor, or family member. • No one under the age of 12 can consent to any form of sexual activity. What is child pornography? Child pornography is creating, possessing, accessing, or distributing sexual images or written material of someone under 18. Child pornography is always illegal. 33 www.peicrimestoppers.com About consent to sexual activity Sexual exploitation A 16 or 17 year old cannot consent to sexual activity if: • their sexual partner is in position of trust or authority towards them, for example their teacher or coach • the young person is dependent on their sexual partner, for example for care or support • the relationship between the young person and their sexual partner is exploitative The following factors may be taken into account when determining whether a relationship is exploitative of the young person: • the young person's age • the age difference between the young person and their partner • how the relationship developed (for example, quickly, secretly, or over the internet) • whether the partner may have controlled or influenced the young person Sexual offences The Criminal Code protects all Canadians from sexual abuse and exploitation. For example, it protects everyone, including children, against: • sexual assault • sexual assault with a weapon • aggravated sexual assault • voyeurism • trafficking in persons • non-consensual distribution of intimate images Child sexual offences The Criminal Code also protects children through child-specific offences including: • sexual interference • invitation to sexual touching • sexual exploitation Other child-specific sexual offences include: Child pornography Child pornography is broadly defined and includes: • any representation of a person who is, or is depicted as being, under the age of 18 years, engaged in explicit sexual activity • any representation whose dominant characteristic is the depiction of the sexual organs or anal region of a person under the age of 18 years for a sexual purpose • written, visual and audio material that advocates or counsels unlawful sexual activity with a person under the age of 18 • written, visual and audio material whose dominant characteristic is the description of unlawful sexual activity with a person under the age of 18 for a sexual purpose It is against the law for child pornography to be: • made • distributed • made available • sold • possessed or accessed • advertised • exported or imported The maximum penalties for these offences range from 10 to 14 years. Luring a child It is against the law for anyone to use the internet to communicate with a young person in order to commit a sexual or abduction offence against that young person. This offence is sometimes called "internet luring." The maximum penalty for this offence is 14 years. Exposure It is against the law for anyone to expose their genital organs for a sexual purpose to a person under the age of 16 years. The maximum penalty for this offence is 2 years. Child prostitution It is against the law for anyone to: • purchase the sexual services of a person under the age of 18 years • materially benefit from child prostitution • encourage or incite a person under the age of 18 to participate in prostitution The maximum penalties for these offences range from 10 to 14 years. Child sex tourism It is against the law for a Canadian or permanent resident to travel outside of Canada and engage in any sexual activity with a young person that is against the law in Canada. If the person is not prosecuted in the country where the offence is alleged to have occurred, the person could be prosecuted in Canada. If convicted, the person would face the same penalty as if that offence had occurred in Canada. Provincial and territorial child protection legislation In addition to these criminal laws against child sexual abuse and exploitation, each province and territory has its own child welfare laws to protect children against abuse, exploitation and neglect. Sexual Violence Prevention Strategy The provincial government is launching A Strategy for Preventing and Responding to Adult Sexual Violence in Prince Edward Island: Creating A Culture of Care, to prevent sexual violence and improve supports for people impacted by sexual violence. This is the first of its kind strategy for the province and includes three priority areas: preventing sexual violence; responding to sexual violence; and coordinating responses. This 5-year strategy was created using input from province-wide engagement with survivors, service providers, and experts. The strategy outlines a set of actions that focus on preventive measures and improve a shared response by: • empowering frontline services with knowledge and skills • strengthening trauma-informed processes • increasing options for survivors and interventions for perpetrators • coordinating overall efforts to address sexual violence If you have experienced a sexual assault: Emergency Departments: Emergency Department health care providers are trained to provide Enhanced Emergency Sexual Assault Services (EESAS). All patients reporting to an Emergency Department will be treated with respect, compassion and belief, and will be provided services to meet their health care needs (first option). In addition to receiving health care, at each hospital Emergency Department a person will also be given the option to have evidence collected to help any potential police investigation (second option). When you consent to have evidence collected, you can choose Third Option and have the evidence collected at the Emergency Department and stored anonymously for up to one year. During that year, if you choose, you can reach out to police or Victim Services and give police permission to access this evidence. Victim Services are available to help you. You do not need to make a complaint to police to contact Victim Services. If you choose to engage with the criminal justice system, Victim Services assists victims of crime throughout their involvement in the criminal justice system.
