3 www.peicrimestoppers.com Congratulations once again to PEI Crime Stoppers for continuing their good work for 2021, in producing their Annual Awareness Guide. Since the program began on PEI in 1989, well over 950 arrests have been recorded along with over 600 charges laid as a result of over 10,500 tips received, and 3.25 million dollars in cash, stolen property and drugs seized along with over 1300 cases cleared. This program is yet once again one of the greatest crime-fighting resources law enforcement has at its disposal, and it must remain as an integral component in assisting in solving crime. Crime Stoppers helps to reduce crime and the fear of crime in homes, schools, businesses, and communities. Crime Stoppers assists law enforcement in generating leads on cold cases, new investigations, details on current high-profile cases, and locations of individuals with outstanding warrants. The tip information provided to law enforcement officers and investigators help solve cases that would not have been solved otherwise, such as hit & runs, robberies, B & E’s, narcotic offences, arsons, and many other crimes. Crime Stoppers is a civilian, non-for-profit, charitable organization that brings together three entities in a relationship, the police services of a community, the media and the community in the fight against crime. Crime Stoppers recognizes that often the men and women of law enforcement go above and beyond to make PEI a better and safer province to work and raise a family. The success of Crime Stoppers is based on the partnership between law enforcement, the media and the citizens of Prince Edward Island. There is no doubt that all law enforcement officers work diligently to ensure the safety and well-being of our communities, often contributing to the communities they serve in ways that shows their true commitment to serving the public. Crime Stoppers provides citizens with a vehicle to anonymously supply the police with information about a crime, or potential crime of which they have knowledge. Crime Stoppers as an independent charity, are not part of the police and simply act as a route for members of the public to speak out about issues that affect their communities. A reward of up to $2,000 is offered up to anyone providing information which leads to an arrest for a crime. Rewards may also be made for information leading to the recovery of stolen property, the seizure of illegal drugs or an arrest on an outstanding warrant. A volunteer board of Directors actively administers and is responsible for the program. Like mentioned, Crime Stoppers is a non-profit charitable organization and is responsible for raising funds and the disbursements of rewards. The Board of Directors work in close cooperation with police agencies and all areas of the media and contributions from individuals, corporations, professional associations, retailers, civic and social groups keep the Crime Stoppers program functional. Police services across the Island strongly support Crime Stoppers as do government agencies with enforcement responsibilities. The coordinator is responsible for the tips line, media releases, liaising with the Board of Directors and maintaining a rapport with enforcement agencies. The community component (the Board) is responsible for program policy, fund-raising, promotions, development of short and long- term planning along with keeping financial records. It is imperative that all police agencies partner with Crime Stoppers and the media so the program can help officers solve crimes as the media is a very important component of Crime Stoppers. An unsolved crime can be re-enacted and shown on television, social media, or may be publicized in a newspaper or aired on radio so the media brings the program to the attention of the public. Finally, citizens must play an active role in community safety by coming forward anonymously with information in relation to crimes. Summerside Police Services have an ongoing commitment to continue to support Crime Stoppers and its programs, and we will continue to do so in the future. In March of 2020, JPS Officers were tasked with enforcement responsibilities of Public Health Orders from the Chief Public Health Officer. Islanders really stepped up to keep each other safe but also report individuals and companies not following Public Health Orders. A number of tips from the public led to charges under the PHA for noncompliance. This important work did take JPS Officers away from our usual law enforcement responsibilities but JPS made response to public complaints a priority. When the pandemic ends, JPS Officers look forward to policing our Island, keeping Islanders safe and protecting our environment. JPS continues to receive tremendous support from our policing partners across the province, this support is critical to our success and safety of Islanders. 5 www.peicrimestoppers.com Crime Stoppers has become an important partner in solving crime on Prince Edward Island over the years and, as Commanding Officer of the Royal Canadian Mounted Police (RCMP) of Prince Edward Island, I am honoured to be part of the PEI Crime Stoppers program and this years’ Annual Awareness Guide. The relationship between police agencies on the Island and PEI Crime Stoppers has developed a secure connection with citizens who are eager to assist with fighting crime. With the assistance of PEI Crime Stoppers, police are able to gather information from Island communities to solve crime and sometimes stop crime before it happens. Community members who have information which may be useful to police are able to use the services of PEI Crime Stoppers to anonymously submit details that can play a key role in keeping our neighbourhoods safe. Often it’s the smallest detail that results in furthering an investigation and stopping criminals from violating property, people and our sense of safety. The ability for concerned citizens to anonymously submit information on the phone, web site and/or text message securely means that more information can be provided in a manner that ensures the safety of the person submitting. It allows people to feel safe and also helps police and their fellow community members in the collective fight against crime. This new Awareness Guide is a key component for the organization to grow awareness and good faith in the communities it serves. Thank you to all of the concerned citizens who have already provided information and have played a vital role in keeping our neighbourhoods and our people safe. Your contributions have undoubtedly helped police by contributing to the information needed to stop crime. Crime Stoppers operates in over 20 countries worldwide and since the very first program started in 1976, we have become the number one community based crime solving organization in the world. Kings District RCMP are seeking the public's assistance in identifying the individual(s) responsible for substantial lawn damage at the Town of Georgetown well, where the grass was ripped up from vehicles. Arson - Truck and Trees - Head of Hillsborough, PEI ....................................................................... The Kings District RCMP are seeking the assistance from the public. They are investigating an Arson that occurred on a private property off Barr Road in Head of Hillsborough. The suspect(s) entered a privately-owned wood lot by cutting a preform cable used to block the entrance. They accessed the property where they completely burnt a 2008 Ford Ranger, connecting nearby trees and wood. The Arson is believed to have happened between November 8 - 15, 2020. Break and Enter - Theft of Generator & Trail Camera - Gaspereaux, PEI ....................................... Kings District RCMP are investigating a Break and Enter into a property located on Route 17 in Gaspereaux that occurred sometime between September 16 – 24, 2020. The person(s) responsible stole a generator and a trail camera from an outbuilding on the property. • The generator is a King KCG - 1000, red in colour. • The make or model of the trail camera is unknown but is camo coloured. Damage to Property - Murray River, PEI ........................................................................................... The Kings District RCMP are seeking the assistance from the public. They are investigating damage to a home in Murray River. The incident occurred sometime between Thursday, July 23, 2020 and Saturday, July 25, 2020. The individual(s) came onto the property and attempted to break into the residence. A large window was broken and the window screens were cut. Theft of Stop Signs – Montague, PEI ................................................................................................ Kings District RCMP in Montague are investigating the theft of several stop signs from Brook St., Patrick St., Sackville St. and Central St. in Montague in July 2020, and are looking for any assistance or information the public may be able to provide. The RCMP reminds people that the removal of a traffic control device is a serious matter and could result in an injury or even a fatality causing accident. Theft of Garden Trailer – Montague, PEI ........................................................................................... On Thursday, June 18, 2020, between 12:00 - 3:00 p.m., a black steel trailer was stolen from a residence on Whim Road in Montague. Personal items originally in the trailer were removed and littered on the side of the road prior to the trailer being taken. In August of 1962, Eileen Faye Williams, formally of Beach Point, PEI, was last seen walking up Wood Islands Hill in Montague in the early evening of August 6. She never returned to Beach Point, which was her destination. She was never seen nor heard from again. She was reported missing several days later. Eileen Williams had been living in Ontario but had returned home to vacation in Eastern PEI. Her effects and bank account were not touched. Williams was 19 years old at the time and had been carrying a straw handbag. Eileen Williams remains missing to this day. Missing Person - Eileen Faye Williams Theft of Small Airplane Seat from Sandspit - Cavendish, PEI Queens District RCMP are seeking the public's assistance. Sometime between December 28, 2020 and January 7, 2021, a small airplane-style seat was stolen from a children's ride at Sandspit Amusements in Cavendish. Theft of Motorcycles – Stratford, PEI Stratford Municipal RCMP have determined that a truck and trailer stolen from Charlottetown was used in the theft of two motorcycles from Green Diamond Equipment in Stratford. The theft of the motorcycles occurred between the hours of 12:30 a.m. and 1:30 a.m. on September 5, 2020. The crate containing the unassembled motorcycles was loaded onto the stolen trailer. The stolen truck was later located abandoned and on fire later that morning after 7:00 a.m. near the Steel Road in New Annan. A witness to the fire reported that a small grey Saturn car appeared to be travelling with the truck prior to the fire. The stolen trailer has not been located. Steven was last seen downtown Charlottetown late in the night of Saturday, March 20, 1993. He was wearing a burgundy L.L. Bean jacket with plaid inside, blue jeans and black shoes or sneakers. He left without his wallet, keys or other personal effects. These photos show Steven from his Graduation when he was 17 years of age, his picture at 18 years, and an age-adjusted rendition of what he might look like at age 35. Over the past five years countless avenues of investigation have been pursued and tips followed up, with negative results. Numerous tips came in, and were followed up. None of these tips led to any viable suspects. Over the course of the investigation the RCMP have released pieces of the investigation to the public in hopes of obtaining additional information on the death. The baby was a full term baby boy and was swaddled in a towel with a distinctive embroidered frog on same.
