While our province has been fortunate with a small number of COVID-19 cases, and as we ease back gradually the measures to renew PEI, together, we recognize that the law enforcement community of Prince Edward Island played an important role in the provincial response. The Government of Prince Edward Island recognizes the important work that Crime Stoppers does for Island communities, and in particular this year, the enhanced role they have played to support the public health measures we have in place. Key components in addressing crime and improving cumminity safety are education and information. Through the preparation of the Awareness Guide, Crime Stoppers has also fulfilled a role in crime prevention, by providing information that is both timely and practical. They further assist, by providing the means for concerned citizens to supply police organizations, like ours, with information. In addition, through the operation of the Crime Stoppers Tip Line, police agencies across the Island are able to field investigative leads that have helped solve outstanding crimes and prevent the perpetrators from victimizing others. Crime Stoppers has seen a steady increased in tips being received and cases being solved. The efforts of Crime Stoppers not only assist in solving crime, but also play a role in the seizure of illicit drugs and the recovery of stolen property. Tips provide police and others with valuable insight into the crime trends in our communities and neighbourhoods. Better awareness leads to better prevention, which ultimately leads to safer communities. Crime Stoppers cannot operate without dedicated, hard-working people. Charlottetown Police Services is proud to work with the Volunteer Board. Chief of Police Charlottetown Police Services Congratulations once again to PEI Crime Stoppers for continuing their good work, in producing their Annual Awareness Guide. Since the program began on PEI in 1989, over 950 arrests have been recorded along with over 600 charges laid as a result of over 10,500 tips received, and 3.25 million dollars in cash, stolen property and drugs seized along with over 1300 cases cleared. This program is once again one of the greatest crime fighting resources law enforcement has at its disposal, and it must remain as an integral component in assisting in solving crime. Crime Stoppers helps to reduce crime and the fear of crime in homes, schools, businesses, and communities. Crime Stoppers assists law enforcement in generating leads on cold cases, new investigations, details on current high-profile cases, and locations of individuals with outstanding warrants. The tip information provided to law enforcement officers and investigators help solve cases that would not have been solved otherwise, such as homicides, hit & runs, robberies, B & E’s, narcotic offences, arsons, and other violent crimes. Crime Stoppers is a civilian, non-profit, charitable organization that brings together three entities in a relationship, the police services of a community, the media and the community in the fight against crime. Crime Stoppers recognizes that often the men and women of law enforcement go above and beyond to make PEI a better and safer province to work and raise a family. The success of Crime Stoppers is based on the partnership between law enforcement, the media and the citizens of Prince Edward Island. There is no doubt that all law enforcement officers work diligently to ensure the safety and well-being of our communities, often contributing to the communities they serve in ways that shows their true commitment to serving the public. Crime Stoppers provides citizens with a vehicle to anonymously supply the police with information about a crime or potential crime of which they have knowledge. Crime Stoppers as an independent charity, are not part of the police and simply act as a route for members of the public to speak out about issues that affect their communities. A reward of up to $2,000 is offered to anyone providing information which leads to an arrest for a crime. Rewards may also be made for information leading to the recovery of stolen property, the seizure of illegal drugs or an arrest on an outstanding warrant. A volunteer board of Directors actively administers and is responsible for the program. Crime Stoppers is a non-profit charitable organization and is responsible for raising funds and the disbursements of rewards. The Board of Directors work in close cooperation with police agencies and all areas of the media and contributions from individuals, corporations, professional associations, retailers, civic and social groups keep the Crime Stoppers program functional. Police services across the Island strongly support Crime Stoppers as do government agencies with enforcement responsibilities. The coordinator is responsible for the tips line, media releases, liaising with the Board of Directors and maintaining a rapport with enforcement agencies. The community component (the Board) is responsible for program policy, fund-raising, promotions, development of short and long- term planning along with keeping financial records. All police agencies must partner with Crime Stoppers and the media so the program can help officers solve crimes. The media is a very important component of Crime Stoppers. An unsolved crime can be re-enacted and shown on television or may be publicized in a newspaper or aired on radio so the media brings the program to the attention of the public. Finally, citizens must play an active role in community safety by coming forward anonymously with information in relation to crimes. Summerside Police Services have an ongoing commitment to continue to support Crime Stoppers and its programs, and we will continue to do so in the future. Prince Edward Island is uniquely positioned as the safest province in Canada. Part of the reason for that success is PEI Crime Stoppers and the people of PEI who contribute information to fight crime. Our Island policing family work hard to deter crime and keep Islanders safe. But, obviously we cannot be everywhere all of the time. That means we rely on the information provided by caring Islanders to inform us of trouble so we can attend. Crime Stoppers anonymous tips submission method allows the public to assist police with the work they do and quite often it’s the anonymous tip that helps to solve a crime. This Annual Awareness Guide, which provides readers with an overview of the excellent work undertaken by the hardworking and dedicated Board members, many community contributors who work diligently on a volunteer basis and especially Mr. Don Rodd, Provincial Coordinator. Supporters of this program work hard to continually fund raise, promote, educate, and develop public awareness to further the efforts of policing and community safety. Their work is key to engaging people to help keep our Island safe and to work together to curtail criminal activity. I am the recently appointed Provincial Coordinator for PEI Crime Stoppers and work with a dedicated volunteer Board of Directors, who are responsible for the our organization. It is their commitment to this organization, which makes it work so well. I would like to thank Scott Lundrigan, the former Coordinator, for his assistance when I began the role and for being available for questions. First, I would like to extend my thanks for the support, assistance and encouragement of the media, our community, and the provincial and municipal governments on PEI along with our law enforcement partners. In addition, our sponsors the Summerside Boys and Girls Club, Maritime Electric, ADL Limited, P.E.I. Mutual Life, Syntrak Printing and Unsolved Crime Publications have been a tremendous assistance to us in providing financial support to our operation. Once again, February 2019 saw PEI Crime Stoppers partner with the English and French Language Schools Boards along with sponsors ADL, the Charlottetown Islanders Hockey Club and Summerside Boys and Girls Club to hold a contest to design a logo for our 2020 Pink Shirt Day aimed at raising awareness of bullying and its negative effects. January through March in support of Pink Shirt Day, we together with the Charlottetown Islanders’ hockey club players, visited a number of schools in the English and French language School Board to present an anti-bullying message to the students. These visits were well received by the students and enjoyed by the players. PEI Crime Stoppers were pleased to take part in the 2019 PEI Home Show from March 8th to 10th. We had many visitors at our booth, which gave us the opportunity to explain who we were, how our program works and outline some of our successes. Big thanks to our volunteers who staffed the booth. Throughout the year, we continued our community service work on scam awareness. Retired RCMP Chief Superintendent Randy Robar and I delivered the Common Signs of Scams presentation as a public service to Islanders. A local summer student was hired to increase our profile in PEI. He attended a number of summertime parades and community events and visited 1,556 business locations leaving promotional stickers on over 1,300 businesses to raise public awareness of Crime Stoppers. The number of new tips received from January 1 to December 31, 2019 was 514 tips for a total of 10,572 since PEI Crime Stoppers was incorporated in 1989. Thank you to individuals, communities, local businesses, provincial government and law enforcement agencies for your continued financial support of our operation. A special thank you to those individuals who have reached out to us with your tips. The tips do make a difference in helping us assist local law enforcement agencies to make our Island a safer place to live and do business. Through these challenging times and where possible, we continue our community service through lectures, Tips program, Twitter, Facebook and our website, anti-bullying work, Police Officer of the Year recognition, close cooperation with PEI police services, and other public safety initiatives. One of these successful initiatives was our sticker campaign to make our contact information more readily available to PEI citizens was a great success. Thanks to our summer student who approached hundreds of Island business to display our contact information at their entrances. Our summer student has also distributed our PEI Crime Stoppers anti-bullying posters to all Island schools. On Monday, March 2, 2020 the East Prince RCMP received several complaints that between 8:30 p.m. and 11:00 p.m., vehicle side windows were smashed and items were stolen out of the vehicles. The vehicles were in the parking lots located in Mount Pleasant and West Devon. A boat and industrial generator were stolen. The boat is a Blue 2012 Sea Ray Sundancer and the generator was a Mechron "Stanby" Model 260 Industrial Generator. Steven was last seen downtown Charlottetown late in the night of Saturday, March 20, 1993. He was wearing a burgundy L.L. Bean jacket with plaid inside, blue jeans and black shoes or sneakers. He left without his wallet, keys or other personal effects. Steven O’Brien – Missing Person On April 12th 2015 the RCMP’s Major Crime Unit in Prince Edward Island entered into an investigation relating to the discovery of a deceased infant child found near the Birch Hill Free Church of Scotland in Mount Albion. Over the past five years countless avenues of investigation have been pursued and tips followed up, with negative results. Numerous tips came in, and were followed up. None of these tips led to any viable suspects. Over the course of the investigation the RCMP have released pieces of the investigation to the public in hopes of obtaining additional information on the death. The baby was a full term baby boy and was swaddled in a towel with a distinctive embroidered frog on same.
